The scientific research and innovation tax incentive regime (new NHR regime) was finally regulated by Ministerial Dispatch no. 352/2024/1, of December 23, that regulates essential aspects of the regime, namely the definition of the eligible professions, as well as the procedures and applicable deadlines to access and benefit from the regime.
What is it?
The Term of Responsibility (commonly known as Model 4) is a statement by which the resident in Portuguese territory, whether a national citizen or a foreign citizen entitled to stay regularly in Portuguese territory, takes responsibility for the foreign citizen in relation to the conditions of stay and removal expenses in the event of an illegal stay in Portuguese territory (article 12, no. 1 and 2 of Law no. 23/2007 of July 4th).
This Monday, July 3rd, 2024, the Ministers Cabinet approved an Action Plan for Migrations, which is targeted at correcting and solving the serious and major issues currently being faced in the legal framework concerning the entrance into Portuguese National Territory, AIMA’s operational incapacity and to ensure the efficiency and functionality of all border control systems, as well as the correct and just integration of immigrants.
On January 1st, 2024, Regulation CMVM No. 7/2023 of December 29th ('RRGA') entered into force. It regulates the Asset Management Regime, approved by Decree-Law No. 27/2023 of April 28th, and repeals CMVM Regulations No. 2/2015 of July 17th, and No. 3/2015 of November 3rd.
Following the most recent times of uncertainty revolving the Portuguese Golden Visa program and the Immigration Authorities per se, it should indeed be noted that the Portuguese Parliament has just approved several amendments to the Portuguese Citizenship Law, which have a very much direct impact on the program aforementioned.
